(A) It is hereby declared to be the stated policy of the city that the recreational uses of the City Lake and the adjoining lands owned by the city shall be restricted in a manner as the Council of the city shall, from time to time, deem to be in the best interest of the general public health, welfare and safety, for the protection of city property and for the protection and improvement of the City Lake and the municipal water supply.
(B) Any use of the City Lake or the adjoining lands owned by the city which is in violation of this chapter is hereby declared to be a public nuisance and shall constitute a trespass upon city lands, and as such, a violation of the laws of the state.
