If the Chief of Police or other police officer of the city shall find any bicycle being operated in violation of any traffic ordinance of the city or law of the state, the police officer shall remove the registration tag or plate from the bicycle and deliver the same to the Chief of Police who shall void the registration of the bicycle for not less than three, nor more than 21 days, in his or her discretion.
