§ 70.03 TRAFFIC CONTROL BY POLICE; DEFINITION.
   (A)   The Chief of Police shall enforce the provisions of this chapter and the rules adopted by the Board of Public Works and Safety.
   (B)   Subject to these provisions, it shall be the duty of the Police Department to direct and control traffic of vehicles and pedestrians.
   (C)   For the purpose of this title, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      VEHICLE. Any conveyance running on land, either on wheels or rollers, and includes motor vehicles propelled on the public highways, streets or alleys of the city by mechanical power.
