This title is adopted in the interest of public safety and convenience and is designed to promote the general peace, health, safety, welfare and good government of the city. Every person, firm or corporation shall comply with, observe and obey, when applicable to him, her or it all the provisions, requirements and regulations contained herein and the regulations and orders of the Chief of Police adopted or issued in pursuance hereof.
