§ 55.098 BILLING.
   (A)   The rates and charges shall be prepared and billed by the city, and shall be collected in the manner provided by law and ordinance. The first billing may be for a period of more or less than one full month in order to make the monthly collection period correspond with the meter readings of the city, depending upon the date on which the rates established by this chapter become effective.

   (B)   All rates and charges for use of and services rendered by the sanitary sewage works of the city, as provided for herein, shall be due and payable on the fourteenth day after the date of the mailing of the billing therefor. If a bill is not paid within 14 days after the bill is made, it shall become a delinquent bill and a penalty shall be added in the amount of 10% of the delinquent amount.
