(A) The powers and duties, herein described, shall be exercised by the Deputy Clerk-Treasurer, only in the absence of the City Clerk-Treasurer from his or her office in the City Hall and only when either written direction has been given by the City Clerk-Treasurer to exercise the power or the Council has determined, by resolution, that the City Clerk-Treasurer is temporarily or permanently incapacitated to perform the function.
(B) The Deputy Clerk-Treasurer shall have the authority and power herein described and further power and authority as may be provided by statute of the state.
