After public notice of action taken by the Mayor or the Utility Board of the city pursuant to §§ 53.16 and 53.17, customers failing to comply with specified curtailment shall be subject to disconnection for the duration of the emergency or a $.10 per KWH penalty in addition to normal billing charges for all electric energy taken in excess of curtailment limitations, or both.
