All recreational off-highway vehicles operated on the streets or alleys of the city shall be equipped with the following minimum equipment:
(A) Steering wheel for steering control;
(B) Headlamps;
(C) Front and rear turn signal lamps, tail lamps and stop lamps;
(D) Reflex reflectors;
(E) Exterior or interior rearview mirrors;
(F) Brakes;
(G) A windshield;
(H) A safety belt installed at each designated seating position; and
(I) Manufacturer supplied muffler exhaust system with operational spark arrestor.
