A person shall not operate a recreational off-highway vehicle on the streets or alleys of the city unless the minimum amount of financial responsibility as required by I.C. 9-25-4 et seq. is in effect with respect to the vehicle. Proof of such minimum financial responsibility shall be in accordance with I.C. 9-25-4-7.
