(A) The Youth Ballfield Fund shall consist of all contributions and donations made to the city for the express purpose of paying the costs and expenses associated with the design, development, construction and maintenance of youth baseball and softball fields in the city.
(B) Funds in the Youth Ballfield Fund may be expended for design, development, construction and maintenance of youth baseball and softball fields, and to reimburse the city for funds expended for such purposes, as the Park and Recreation Board of the city shall deem appropriate from time to time, subject to any specific instructions for the expenditure of the contributions as may be established by any donor of the funds, and subject further to the filing and approval of claims for the expenditure of funds in regular course.
