Water supplied for resale shall be pursuant to a written contract setting forth the terms and conditions for service. Subject to the terms of existing wholesale water purchase contracts, there shall be imposed the monthly service charges based upon the size of each meter installed, and the monthly metered rates for water supplied at each metered connection in accordance with the foregoing schedules set forth herein.
