(A) The Downtown Audio System Fund shall consist of all contributions and donations made to the city for the express purpose of purchasing the equipment, software, maintenance and licensing fees associated with a public address and audio broadcast system for the Fourth Street and Market Street Park areas within the city.
(B) Funds in the Downtown Audio System Fund may be expended for the purchase of the equipment, software, maintenance and licensing fees associated with a public address and audio broadcast system for the Fourth Street and Market Street Park areas within the city, as the Board of Public Works and Safety of the city shall deem appropriate from time to time, subject to any specific instructions for the expenditure of the contributions as may be established by any donor of the funds, and subject further to the filing and approval of claims for the expenditure of funds in regular course.
