Notice of Level 1 and Level 2 shall be by publication in a newspaper of general circulation in the city and by other means as the Mayor shall deem appropriate. Notice of Level 3 and Level 4 shall be by first class United States mail or other door-to-door distribution to the current address of customers of the city municipal water system as then maintained by the city water utility. Notice of Level 1 and Level 2 shall be effective upon publication. Notice of Level 3 and Level 4 shall be deemed effective at noon of the third day after depositing same in the United States mail or at the conclusion of door-to-door distribution.
