(A) The Soccer Field Improvement Fund shall consist of all private contributions and donations made to the city for the express purpose of designing, developing or constructing improvements to the city owned soccer fields for the recreational safety, utility and convenience of the inhabitants of the city and its youth soccer program.
(B) Funds in the Soccer Field Improvement Fund may be expended for the design, development and construction of improvements to the city owned soccer fields for the recreational safety, utility and convenience of the inhabitants of the city and its youth soccer program, as the Mayor of the city shall deem appropriate from time to time, subject to any specific instructions for the expenditure of the contributions as may be established by any donor of such funds, and subject further to the filing and approval of claims for the expenditure of funds in regular course.
