It shall be unlawful to park or idle a vehicle in the travel lane of any portion of Fourth Street designated in this subchapter for the purpose of loading or unloading merchandise or materials except between the hours of 8:00 o’clock P.M., and 8:00 o’clock A.M. (local time). Such vehicle shall not block a travel lane for more than 30 minutes, and shall be situated such that one lane is accessible for travel during such time.
