There is hereby established a special non-reverting fund to be known as the Police Equipment and Supply Fund into which all finger-printing fees and all photograph fees collected by the Department shall be deposited by the Clerk-Treasurer of the city. The funds so collected and deposited into the Police Equipment and Supply Fund shall be expended by the Department for police equipment and supplies deemed necessary for the operation of the Department by the Chief of Police, without first obtaining an appropriation by the fiscal body of the city.
