It shall be unlawful to occupy any new or altered structure requiring a site improvement permit hereunder, unless a full, partial, or temporary certificate of occupancy has been issued by the Building Commissioner. No certificate of occupancy for any structure shall be issued unless such structure is constructed in compliance with the provisions of this Building Ordinance.
