All amounts received from the levies provided for herein shall be deposited in a special fund to be known as the “Building or Remodeling, Fire Fighting, and Police Radio Equipment Fund.” Expenditures may be made from said fund only after an appropriation has been made in the manner provided by Indiana Law for making other appropriations.
