There is hereby established a tax levy of $0.03 on each $100 of assessed valuation of taxable real and personal property within the City of Huntingburg taxing district to provide monies for said fund, said tax to be first levied in 1988, payable in 1989, and annually thereafter, until reduced or rescinded as provided for in I.C. 36-8-14-4.
