§ 98.40 DUTIES, JURISDICTION, AND POWERS.
   (A)   The provisions of this chapter shall be enforced by the police and code enforcement departments of the city.
   (B)   In addition to enforcement by the police and code enforcement departments, the city may contract with an animal shelter to supervise and carryout the enforcement of this chapter within the city limits. The animal shelter, its agents and employees, shall carry out and supervise the enforcement of this chapter as set forth in the service contract. All those powers ordinary and necessary to carry out their duties shall be vested in them. These powers shall specifically include, but not be limited to the power to enter private real property in fresh pursuit of an animal in the enforcement of this chapter; and to apprehend and impound stray animals, animals running at large and nuisance animals pursuant to this chapter.
