Customer deposits shall be refunded without interest upon application therefor, after satisfactory payment prior to delinquency of all bills rendered to the customer for utility service for a period of two years, or upon the customer demonstrating his or her creditworthiness in accordance with the criteria set out herein above. Refunds shall become payable as soon as practicable.
