Funds in the Veterans Memorial Fund may be expended for the development, construction, improvement, maintenance and operation of a Veterans Memorial to be constructed on real estate owned by the city, as the Mayor of the city shall deem appropriate from time to time, subject to any specific instructions for the expenditure of the contributions as may be established by any donor of such funds.
