§ 54.99 PENALTY.
   Any person, firm or corporation violating any provision of this chapter shall be subject to a municipal ordinance violation fine in the sum of $25 for the first offense, $50 for the second offense, and $100 for the third or subsequent offense occurring in any calendar year.
