(A) The Volunteer Fire Department of the city shall consist of not more than 30 members, all of whom shall be appointed by the Mayor from a list of qualified applicants approved by the Common Council. The Mayor shall appoint and designate one member of the Volunteer Fire Department as Chief of the Department and two members as Assistant Fire Chiefs.
(B) The members of the Volunteer Fire Department shall serve at the pleasure of the Mayor and may be dismissed by the Mayor at any time, with or without cause, at no liability to the city.
