Any person violating any provision of this chapter shall subject to a civil penalty of $25 for the first offense; $50 for the second offense; and $100 for the third or subsequent offense occurring within the same calendar year. The civil penalty provided for herein is in addition to liability for the costs of apprehension, impoundment, care and destruction pursuant to § 98.31.
