The Police Department, by and through its Chief of Police, is hereby authorized to assess and collect a charge of $5 for finger printing individuals who request the services; provided, however, that the fee shall not be charged in connection with the administration of finger-printing services for handgun license applications or handgun transfer applications. The $5 fee so assessed and collected shall be deposited into the special fund known as the Police Equipment and Supply Fund.
