The Board of Public Works and Safety, with the advice and counsel of the Chief of Police, shall determine the program for training the members of the Police Reserve Unit in police work. The Police Reserve Unit may adopt its own by-laws, and rules and regulations and any and all amendments thereto, which shall at all times be subject to prior approval by the Board of Public Works and Safety and shall not be in conflict with any provisions of this subchapter and shall be subordinate at all times to the ordinances of the city, the statutes of the state and all rules and regulations of the Police Department and orders of the Chief of Police.
