§ 37.16 APPOINTMENTS.
   (A)   Appointments to the Police Reserve Unit shall be made by the Mayor of the city, upon the recommendation of the Chief of Police, by and with the advice and consent of the Common Council of the city, for a term to run indefinitely.
   (B)   Prior to the appointment of any person as a reserve police officers, all applicants must submit to and consent to a background investigation, the extent of which shall be established by the Board of Public Works and Safety with the advice and counsel of the Chief of Police.
