In addition to all charges for removal, storage and disposition of abandoned vehicles or parts as herein provided for, any person violating the provisions of this chapter prohibiting the abandonment of vehicles or parts on public or private property shall be subject to a civil penalty in the sum of $50 for the first offense, $75 for the second offense, and $100 for each subsequent offense in a calendar year.
