(A) Deposit of $25 shall be required from all customers before service is started. Such deposit shall be applied to any bill for water service delinquent more than 30 days. Upon the disconnection of the water service, any balance of such deposit shall be returned to the applicant without interest.
(B) If a current customer’s payment history reflects no delinquency within the last 24 months, the deposit shall be refunded to the customer or credited to the customer’s account without interest.
