§ 54.03 ACCESS TO UTILITIES.
   (A)   Unless an exception is granted by the Town Council, it shall be the policy of the town that all new connections to the town’s sewer utility shall also be required to connect to the town’s water utility; and
   (B)   Unless an exception is granted by the Town Council, it shall be the policy of the town that all new connections to the town’s water utility shall be required to connect to the town’s sewer utility.
