The provisions of this chapter shall be enforced by the Town Council or by the Control Authority with the approval of the Town Council. Whenever said agent shall deem it appropriate to charge a landowner with a violation(s) of this chapter, he shall issue to such landowner a notice of violation and/or summons, which shall be processed according to the provisions of IC 34-4-32-1.
