(A) Any person or group desiring to solicit the sale of goods, services or charitable contributions within the town shall register with the Town Council prior to engaging in any such solicitations.
(B) The Town Council shall not deny any person or group the right to register provided that the solicitations are for lawful purposes and do not constitute fraud nor undue harassment upon the citizens of the town.
