Whoever violates any provisions of this chapter, upon an admission or conviction thereof, shall be fined not less than $50 for first offense. Any second violation is subject to a fine of not less than $100 and any subsequent violation thereafter within a 12 month period shall be subject to a $150 fine for each offense. Each day any violation shall continue shall constitute a separate offense.
