(A) After the City Council has adopted a street plan and filed the plan with the Register of Deeds for the county, no building shall be erected on any lot within the planning area which does not conform with the provisions of this chapter. Further, a building may not be located within the planning area unless and until the street which will serve as access to the lot is approved by the City Council as a public street prior to the time of construction.
(B) Any building erected in violation of this section shall be deemed an unlawful structure, and the inspector or other appropriate official may bring action to enjoin the erection or cause it to be vacated or removed.
