§ 151.053 CUL-DE-SACS; DEAD END STREETS.
   (A)   No dedication of a half-street will be permitted unless by special approval of the City Council. If special approval is granted, the dedicated half-street shall not be less than 33 feet in width, and whenever subdivided property adjoins a half-street, the remainder of the street shall be dedicated.
   (B)   No dead end streets shall be approved unless the streets are provided to connect with future streets in adjacent land and are dedicated to the municipality.
   (C)   (1)   Cul-de-sacs may be permitted where the form or contour of the land makes it difficult to plat with connected streets.
      (2)   Cul-de-sacs shall provide proper access to all lots, shall not exceed 500 feet in length, and shall be terminated with a turn-around having a minimum right-of-way radius of 47.5 feet with a right-of-way of 110 feet.
