For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALLEY. A public right-of-way which is used primarily for vehicular access to the back or side of properties otherwise abutting on a street.
COMPREHENSIVE PLAN. The plan or series of plans for the future development of the municipality and approved, as may be required, as a guide for future development. The plan may alternatively be called by the descriptive terms as a MASTER PLAN or DEVELOPMENT PLAN.
COUNCIL. The City Council.
EASEMENT. A grant by the property owner of the use of a strip of land by the public, or a public agency or utility for a specific purpose or purposes.
FRONTAGE ROAD. Minor streets parallel to and adjacent to arterial streets and highways, and which reduce the number of access points to the arterial street or highway for the purpose of increased traffic safety.
LOT. A measured portion of a subdivision or other parcel of land intended as a unit for transfer of ownership or for development.
MAJOR STREET. A street designated as a major street in the comprehensive plan for the municipality.
MINOR STREET. A street designated as a minor street in the comprehensive plan for the municipality.
PLANNING COMMISSION. The Planning Commission of the city.
PLAT. A map drawn to scale from an accurate survey and including items set forth herein along with all certificates and statements required herein and by statute, for the purpose of recording as a subdivision of land. Without modifying adjectives, it shall refer to land subdivision documents which have been officially recorded.
STREET. A right-of-way, dedicated to public use, which affords a primary means of access to the abutting property.
SUBDIVIDER. A natural person, firm, partnership, association, or any other group who or which submits a proposed subdivision for approval.
SUBDIVISION. The division of a lot, tract, or parcel of land into three or more lots, sites, or other divisions of land for the purpose, whether immediate or future, of transfer of ownership or building development.
