Any vehicle impounded under the provisions of this chapter may be redeemed by the owner thereof by payment of all costs incurred by the city by reason of the impoundment, provided that the payment of costs shall not bar the imposition of any fine or other penalty which may be imposed against the owner for failure to comply with the provisions of this chapter.
