(A) The practice of permitting junked motor vehicles to be parked, to remain, to be stored or accumulated in the city limits is a potential and actual nuisance in that they become unsightly and unhealthful by providing harborage for disease-carrying insects and vermin and degrading the aesthetic beauty of the city.
(B) In order to ensure the health and sanitation of the city and to prevent and eliminate nuisance, no person shall park, store, leave, or permit the parking, storing, or leaving of any junked motor vehicle upon any private property within the city for a period of time in excess of 30 days.
