For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
JUNKED MOTOR VEHICLE. A motor vehicle on which the engine, wheels, or other parts have been removed, altered, damaged or otherwise so treated or allowed to deteriorate so that the motor vehicle is incapable of being driven under its own power. A motor vehicle which does not have an unexpired license plate or plates affixed thereto shall be presumed to be a JUNKED MOTOR VEHICLE, provided that the presumption may be rebutted.
MOTOR VEHICLE. A machine propelled by power other than human power designed to travel along the ground by use of wheels, treads, runners, or slides and transport persons or property or pull machinery and shall include, without limitation, automobile, truck, trailer, motorcycle, tractor, and wagon.
PUBLIC PROPERTY. A street or highway, which shall include the entire width between the boundary lines of every way publicly maintained for the purpose of vehicular travel, or any other city-owned property or facility.
