Any person whose premises is located outside the corporate limits of the municipality and who desires to install a house or building sewer that will be connected with the municipal sewer system shall file a written application with the City Clerk for a permit for the connection and setting forth the name of the owner, occupant, or lessee of the premises, the use to which the premises is devoted, and any other information as the City Council may require.
