§ 51.08 FEES AND COLLECTIONS.
   (A)   The City Council has the power and authority to fix the rates to be paid by water consumers for the use of water from Water Department. All fees shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the municipality on the account of the Water Department. He or she shall faithfully account for and pay to the City Treasurer all revenue collected, taking a receipt therefore in duplicate, filing one with the City Clerk and keeping the other on file in the Water Department’s official records.
   (B)   The City Council hereby fixes the following rates to be paid by the water consumers for the use of water from the city’s municipal water systems.
      (1)   Residents, bi-monthly basis. Rates for residents are as follows:
         (a)   Fixed meter charge (per period): $66.50;
         (b)   Usage: $2.45 per each 1,000 gallons or part thereof; and
         (c)   All rates are net.
      (2)   Non-residents. Furnishing of water service beyond the city limits, subject to conditions set out in Title V of this code of ordinances of the city, and at the time of entering into a water service contract, the Mayor and Council may determine and establish the rates for the service without regard to the foregoing schedule, providing that the contracts made with non-residents shall be uniform so far as they affect the users of water under the contract.
      (3)   Temporary users. Persons, firms or corporations desiring to use water temporarily shall pay rates as the Mayor and Council shall fix and determine.
