§ 8-402 DEFINITIONS.
   For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OWNER. The legal owner of record, his or her designated agent, lessee, tenant, occupant or other person having charge or control of the premises, unless otherwise specifically described or defined herein.
   WEEDS. Any indigenous grasses, brush, woody vines or other vegetation on or about any premises which:
      (1)   Have a blighting influence on the neighborhood. Any such vegetation which exceeds ten inches in height shall be presumed to constitute a blight;
      (2)   Have attained such a large growth as to become, when dry, a fire danger; or
      (3)   Harbor rats, insects, animals, reptiles or any other creature which may constitute a danger to the public’s health, safety or welfare.
