Any person found by the public officer to be in violation of this article shall be served a notice of such violation. The notice shall be served by restricted mail, postage prepaid, return receipt requested; provided, however, that if the owner or his or her agent in charge of the property is a resident of the city, the notice shall be personally served by the public officer or a law enforcement officer.
