The City Clerk shall prepare or procure and keep in his or her office a plat showing the number that each 25 feet of ground is entitled to and upon application of the owner or agent of any building inform him or her of the number such building is entitled to. The City Clerk is authorized to establish such exceptions to the system described in this article as may be made necessary by the irregular routing of any streets, avenues or other highways, such exceptions to be shown on the plat herein required.
