§ 4-702 SYSTEM OF NUMBERING.
   The numbering shall be done under and in accordance with the following system.
   (a)   The Neosho River shall be the starting point for all streets running east and west through the city, and all buildings fronting on the streets shall be numbered in alternate numbers. The even numbers shall be placed on the north side of the streets and the odd numbers shall be placed on the south side of the streets.
   (b)   The first two rows of blocks running north and southeast of the Neosho River shall be numbered within 100 and each succeeding row of blocks running north and southeast of First Street shall be numbered 100 more than the preceding one. Each 25 feet shall constitute one number.
   (c)   The buildings fronting on the streets running north and south from Bridge Street shall be numbered in alternate numbers, commencing on Bridge Street. The even numbers shall be placed on the west side of the streets and the odd numbers shall be placed on the east side of the streets.
   (d)   The first row of blocks running east and west on the north side of Bridge Street shall be numbered within 100 and each succeeding row of blocks shall be numbered 100 more than the preceding one, and so on to the north limits of the city.
   (e)   The first row of blocks running east and west of the south side of Bridge Street shall be numbered within 100 and each succeeding row of blocks shall be numbered 100 more than the preceding one, and so on to the south limits of the city.
