§ 4-603 PUBLIC OFFICER; RIGHT OF ENTRY; PETITION; INVESTIGATION.
   (a)   The Governing Body shall designate a public officer to be charged with the administration and enforcement of this article.
   (b)   The public officer shall have the right of access and entry upon private property at any reasonable time for the purpose of making inquiry and inspection to determine if a whether a violation of this article exists.
   (c)   The public officer shall make inquiry and inspection of any premises upon receiving a complaint in writing signed by five or more persons stating that a structure is dangerous, unsafe or unfit for human habitation in violation of this article and describing the nature and location of the violation, or upon being otherwise reasonably informed of or upon observing conditions that appear to constitute a violation. If after inquiry and inspection, the public officer believes a violation of this article exists, the public officer shall make a written report of such findings to the Governing Body.
