§ 16-103 BYLAWS, OFFICERS, MEETINGS, VOTES AND RECORDS.
   (a)   The Commission shall adopt bylaws to govern the transaction of business and establish hearing procedures.
   (b)   The Commission shall elect one member as Chairperson and one member as Vice-Chairperson who shall serve one year terms and until their successors have been elected. A Secretary shall also be elected who may or may not be a member of the Commission.
   (c)   The Planning Commission shall meet at such times and places as may be fixed in the Commission’s bylaws. Special meetings may be called at any time by the Chairperson or, in the Chairperson’s absence, by the Vice Chairperson.
   (d)   A vote of a majority of the members present and voting shall be required to recommend approval or denial of an amendment to the zoning regulations, a rezoning amendment or a special use permit. A majority vote of the entire membership of the Commission shall be required for all other actions by the Commission.
   (e)   A record shall be kept of all proceedings of the Commission.
