(e) A residential customer’s average monthly water usage shall, whenever possible, be determined by the customer’s average city water usage for the preceding months of December, January and February. If a residential customer has not established an average water usage in the preceding months of December, January and February, the charge shall be based on the city’s per residential customer average water usage in those months. Residential customers outside the city limits who do not receive city water service shall be charged under the above rates based on the monthly volume of wastewater delivered to the city for treatment as measured by an approved metering or measuring method. | |||
