There shall be a water and gas service charge for disconnection, reconnection or transfer of services of $10 per utility. Whenever the city receives a request from a customer for termination of water or gas service, the disconnection charge shall be added to the customer’s final bill. Any transfer of services or service disconnected for nonpayment of delinquent bill shall be transferred or reconnected only upon payment of all delinquent charges, interest and penalty thereon, and the transfer or reconnection charge.
